Stephen White

I joined Greenway in June of 2004, which was shortly after I graduated from Virginia Tech (VT), where I majored in Soil and Environmental Sciences. While at VT, I was part of the Soil Judging team where we competed against other universities across the country. When I started at Greenway, my primary role was a soil scientist evaluating for drainfields and also soil mapping for other uses such as vineyards and storm water management. In 2006, we added wetland delineation and environmental permitting to our list of growing services. In 2015, I was named the Director of Environmental Services. Since 2004, I have evaluated over 6,000 properties throughout the Northern Virginia, Piedmont and Shenandoah Valley areas. I have also performed wetland delineations on over 12,000 acres in Virginia, West Virginia and Pennsylvania. I am licensed as both an Onsite Soil Evaluator and Professional Soil Scientist through Virginia’s DPOR. I am both active in my church and professional organizations, such as the Virginia Association of Professional Soil Scientists, where I have served on the board since 2015 and was the state president in 2024.

I am a 1992 graduate from Strasburg High School. Following high school, I served in the Army National Guard from 1992 to 1998, where I developed valuable skills in discipline and leadership. My academic path continued at Virginia Commonwealth University, where I earned a Bachelor of Science in Environmental Science in 1997 with a concentration in Soil Science and Geology. This academic foundation set the stage for my future roles in Environmental Health.
In 2002, I co-founded A&L Soils Consulting, LLC and worked as a Private (AOSE) Soils Consultant for six years, gaining hands-on experience in soil evaluations, alternative septic inspections, onsite septic deigns, septic/well permitting and consulting for diverse projects. I currently hold both a Master Alternative Onsite Soil Evaluator License and a Master Alternative Septic Installers License, reflecting my commitment to staying at the forefront of industry standards and best practices.
During my tenure at the Virginia Department of Health, which spans more than 17 ½ years, I served as District Environmental Health Manager from 2015 to 2021. This role allowed me to guide teams, manage complex projects, and ensure public health and safety through rigorous environmental oversight. Since 2021, I have worked at Greenway as an Environmental Project Manager and Excavator Operator, further expanding my skill set and contributing to the onsite and well programs.
Altogether, I bring 28 years of experience in the onsite soils and private well programs, conducting thorough soil evaluations, onsite septic system inspections, issuing well and septic permits, overseeing repair permits, and designing and expanding onsite septic systems. This extensive experience has equipped me with a deep understanding of the onsite programs, regulatory compliance, and practical soil solutions for both routine and challenging situations.

I am a graduate of Strasburg High School with over five years of experience in the onsite sewage industry, including work with Greenway Engineering since October 2022. I hold a Master Alternative Onsite Sewage System (AOSS) Operator license (June 2025) and a Master Alternative Onsite Soil Evaluator license (March 2026).
As an AOSS Operator, I perform annual inspections and provide operation and maintenance (O&M) services to ensure systems are functioning properly and remain in compliance.
As a Soil Evaluator, I conduct site and soil evaluations, design conventional and alternative septic systems, prepare repair designs for existing systems, and assist with well permits and minor modification permits. I also perform final inspections on septic systems that we design along with real estate inspections, safe adequate and proper (SAP) inspections.
My work plays an important role in protecting public health and the environment by ensuring wastewater systems are properly designed, maintained, and operating safely.

Mr. Irre graduated from Brick Township H.S., Brick, N.J. in 1975. After serving 5 years in the U.S. Navy he attended James Madison University, graduating in 1990 with a B.S. in Biology and a new family. Mr. Irre has worked in the wetland delineation consulting field since 1990, first in Maryland, then moving to Virginia in 1998. Mr. Irre founded Passage Creek Environmental (PCE) in 2009 and provided consulting services to a wide variety of clients including sub-consulting to other professional firms in Virginia and Maryland. In 2024 PCE joined Greenway Engineering to add to the selection of services provided by Greenway. Mr. Irre is a certified Senior Professional Wetland Scientist (SPWS), Professional Wetland Delineator (PWD), and certified Responsible Land Disturber (RLD).

I graduated from Shepherd University in 2023 with a Bachelor’s degree in Environmental Studies with a concentration in Aquatic Sciences. I started as an intern in 2022 and accepted a full-time position in 2024 as an environmental scientist. I am currently working towards becoming a Professional Wetland Delineator through the state of Virginia. I perform wetland and stream delineations, request federal and state confirmations, and write permits. I love what I do and hope to help you better understand your property, what you can do with it and the best way to do it.

Robert Sullivan

Robert Sullivan graduated with his master’s in biology from the College of William and Mary in 2024 after completing a two-year long research project on alternatives to herbicide for preventing invasives in restored streams. He is a trained biologist and environmental scientist with several years of experience as a wetland delineator and field scientist. Robert is also on the board for Virginia Association of Wetland Professionals (VAWP) and serves as the education committee chair. He is passionate about wetland science and experienced in providing wetland reports and permitting.

Rachel Noland

I joined the Greenway Engineering Team in 2011 and obtained my BS in Business Management in 2013. I have since served the company in various capacities, with my primary role being the Coordinator of the Environmental Services Department. I have gained a wealth of knowledge during my extensive time in this department, and I have enjoyed sharing that knowledge with a multitude of wonderful clients for our company in (including, but not limited to) answering their questions about services we can offer them tailored to their specific need or project; coordinating service contracts and scheduling of services; compliance assistance with Agency regulations; and assisting with document submittals and coordination to the appropriate Agencies. Our client list includes both national and local builders, as well as homeowners and realtors.
